Your retarded. If your old enough to drive in most states (16) shouldn't you legally be able to participate in sexual activities? If your old enough to enlist (17) and die/kill for your country shouldn't you be able to have sex? The kids are gonna do it anyway so why set them up to get into trouble over something that is part of nature and everyone's life?
