Just make a law that if you are 13,14,15,16,17 year old that both parents are responsible for the hospital BILL 50/50, not us as Americans.

MAKE A LAW THAT ANY UNDER 18 YEARS OF AGE OF DAY, MALE OR FEMALE, FACE PUNISHMENT AND THE PARENTS ALSO, AND PAY ALL HOSPITAL BILLS AND FINES FORM PUNISHMENT!!!!!!!!
